Can I cut the water in a toilet bowl for a long time? Is it safe?

I mean, is it safe? I heard the toilet is cold to prevent harmful gases entereting through the toilet hole. So when ustop water supply, water is slowly disappearing. My toilet is just a flight is safe to turn it off until the leak fixed?

Of course. I cut the main water supply to my house when I leave the city. I've never had a problem. I think the main reason for the water bath is to help eliminate waste and help it flow through septic systems.
